Active Shooter Preparedness

No one wants to think about an active shooter event — but the people most likely to survive one are the people who decided, in advance, what they would do. And when it comes to learning how to survive a life-threatening situation, who teaches you matters.

This course is led by Robb Milheim — a Green Beret who spent 20 years in the U.S. Army between the 75th Ranger Regiment and Special Forces, served multiple combat tours, and trained U.S. and allied forces around the globe. Robb ran the Special Forces Assessment & Selection course — the gateway for America's most elite soldiers — where he was featured as an instructor in the Discovery Channel documentary Two Weeks in Hell. After retiring from the Army, he spent more than a decade as a federal civilian with the U.S. Navy and U.S. Air Force, specializing in industrial, personnel, and information security programs that safeguarded people, missions, and sensitive information across the Department of Defense. Recognizing threats, staying calm under pressure, and acting decisively when lives are on the line isn't theory for Robb — it's what he has done, and taught, at the highest level.

Robb co-teaches alongside Melinda Milheim, a Certified Mediator with a law degree and U.S. Equal Employment Opportunity Commission (EEOC) mediation experience — and both credentials matter here. As a Certified Mediator, she's trained to facilitate difficult conversations and keep a room at ease, so a heavy, frightening subject is handled with care, and every participant feels welcome, comfortable, and able to engage. Her law degree ensures the training is legally sound and grounded in the real responsibilities employers carry to prepare and protect their people — so what your organization provides is not only practical, but defensible. Together, they deliver something rare: genuine survival expertise, taught in a way that informs and empowers rather than frightens.

The course is built on the federal Run, Hide, Fight standard developed by law enforcement and endorsed by CISA and the Department of Homeland Security, and the goal is simple — to replace panic with a plan. You'll learn the three core responses and when each applies: Run (evacuate when you safely can), Hide (secure yourself when evacuation isn't possible), and Fight (act to protect your life as a last resort, when life is in imminent danger). You'll learn how to make those decisions fast, under stress, when seconds matter — taught by someone who has trained elite soldiers how to survive when the bullets start flying.

This course also covers what happens before and after the critical moments: recognizing the pre-incident indicators and warning signs that can help prevent an event, and communicating in an emergency — including what details to observe and report (location, description, and movement of a threat) so responders can act faster, and how to make contact with law enforcement without compromising your own safety or position. You'll also learn how to interact safely with officers when they arrive, because responding officers are focused first on stopping the threat, and knowing how to behave in that moment keeps you safer.

Delivered as a clear, respectful, two-hour group session, this training is designed to inform and empower, not to frighten. Everyone leaves with the same thing: a plan they understand, and the confidence that comes from knowing what to do.

Best for: any organization that wants its people prepared — federal agencies, contractors, private employers, and state, local, and tribal organizations. No prior training required; this course is built for everyone in the workplace, from frontline staff to leadership.

Format: 2-hour group training, delivered in person or virtual, 2 CLPs/0.2 CEU. Phoenix Canyon issues every attendee a certificate of completion documenting the number of training hours as well as CEUs and CLPs earned, which employers may count toward Continuous Learning or Professional Development requirements at their discretion.
