At the mid-level, you're not just leading a project — you're navigating stakeholders, organizational politics, and competing priorities while keeping a team performing. FPM 234 builds on the same five pillars — critical thinking and decision making, negotiation, leadership, communication, and conflict resolution — but at the depth a more complex program demands. You'll sharpen the judgment to make harder decisions and defend them; negotiate through competing interests and real political pressure; lead and develop others through feedback and mentorship; communicate to align a program with agency goals; and resolve the deeper interpersonal and organizational conflicts that come with mid-level work. You'll also learn to read and leverage the internal and external political environment around your project, and to gauge how stakeholder relationships shape whether a program succeeds. Exercises put every skill to work, because applied leadership is learned by doing, not watching. You won't just study leadership — you'll practice leading when the stakes are real and the answers aren't clean.

A note on certification paths: This course is one of the four FPM 231–234 courses that together meet FAC-P/PM Mid-Level training. Mid-level certification also calls for relevant project/program management experience. Because requirements vary by agency, check with your Acquisition Career Manager (ACM) to confirm what your agency requires before you build your certification plan.
